Keeping Suburban Downtown Retail Districts Relevant

We were delighted to serve on a panel with Karen Cilurso, AICP, PP, of the Delaware Valley Regional Planning Commission at the recent Pennsylvania American Planning Association Chapter annual conference here in Philadelphia in October. The DVRPC published a fascinating report last November called Suburban Downtown Retail Districts Strategies and Best Practices.  This study of the 71 downtown districts in their nine county service area was a comprehensive snapshot of these districts.  Some The surprising conclusion was only 12% of these downtown districts have paid staff.
